President Donald J. Trump on the Elevation of Cyber Command

Washington, DC...I have directed that United States Cyber Command be elevated to the status of a Unified Combatant Command focused on cyberspace operations. This new Unified Combatant Command will strengthen our cyberspace operations and create more opportunities to improve our Nation’s defense. The elevation of United States Cyber Command demonstrates our increased resolve against cyberspace threats and will help reassure our allies and partners and deter our adversaries.





United States Cyber Command’s elevation will also help streamline command and control of time-sensitive cyberspace operations by consolidating them under a single commander with authorities commensurate with the importance of such operations. Elevation will also ensure that critical cyberspace operations are adequately funded.

In connection with this elevation, the Secretary of Defense is examining the possibility of separating United States Cyber Command from the National Security Agency. He will announce recommendations on this matter at a later date.

Through United States Cyber Command, we will tackle our cyberspace challenges in coordination with like-minded allies and partners as we strive to respond rapidly to evolving cyberspace security threats and opportunities globally.

Any chance Trump knew what Cyber Command was before today?

The real story is how will this effect American's cyber rights and how this will continue to invade or freedom- or what Trump's supporters claim he was put in office in a first place. Fredom has became free-dumb!

This is a good move so we can be sure Trump didn't think of it.

Now let's hope Cyber Command is working on keeping Russia out of our elections (and everywhere else) and not being redeployed to find leakers in the White House.

FWIW, I think the cyber threat from Russia is very serious. I'm sure we have some capacity to retaliate in kind to Russia but the vulnerability is completely different. Everything in the US is connected to the internet - the electrical grid, every major company, control of dams, airports, trains, everything. If it ever came to a tit for tat cyber war with Russia, we would lose simply because we have so much more to lose and we are so internet dependent. Imagine if the electrical grids in 20 major cities all went down at once. In the US that is a panic and a disaster. In Russia it's just another day without electricity, like the one they probably experience several times a year.

I think this is why Obama didn't do more to retaliate against Russia when it was clear over the summer that Russia was trying to mess with our election. I think the CIA or which ever agency is in charge of that sort of thing told him that we were much more vulnerable to a retaliation than they were.

One of the news programs ran a segment months ago that quoted some Russian insider as saying they see this as the new arms race and that it is one in which Russia has huge advantages.

Somewhat related, there is a story in Michael Lewis' The Flash Boys (or maybe The Big Short) about a Russian who worked for Goldman Sachs writing computer programs to game the system to Goldman's advantage. He ended up in legal trouble because Goldman thought he stolen some of their code. Someone raised the question as to why all the good computer jocks were Russian. The answer was that in Russia the whole system is so corrupt the only way to survive is to cheat. So Russians get good at it. Russia probably has a much deeper Cyber Command bench than we do.
