San Andreas, C.A…After a lengthy three-hour discussion, the Calaveras County Board of Supervisors approved the North Vista Plaza subdivision tract map and planned development permit during the board’s weekly meeting Tuesday, Jan. 22….

The approval will give developers Floyd and Marilyn Norried and the Mark Pringle Company the “go-ahead” on the Valley Springs residential project. The Plaza will include 167-lots; five will be affordable housing lots priced at $200,000 each.
“We amassed all the information, analyzed every aspect of this project,” Mark Pringle said during a Power Point presentation for the board. “I think (people) should be satisfied with this project.”
According to his presentation, the property has been carefully studied; several of the area’s trees will be preserved and 431 new trees will be planted. There are no salamanders, red legged flogs or beetles in the area, he said. Pringle also stressed the need for a traffic signal at Highway 26 and Vista Del Lago.
Several members of the public voiced their concerns about the project, including Colleen Platt of MyValleySprings.com, a non-profit group of concerned citizens.
“This could be a model of smart growth,” she said, noting the “great” location of the project. Platt, and other members of the group, urged developers to consider more affordable housing and multi-family lots.
The request to rezone from R-3 multi-family housing to R-1 single-family housing was eventually approved 4-1 by the board. District 3 Supervisor Merita Callaway opposed the rezoning request.
“If you want more retail people (in the county) who make $8 to $15 an hour, they’re not going to live in Mr. Pringle’s houses,” she said, in support of more affordable housing in the project.
The tentative tract map and road modification request was approved unanimously by the board.
