Calaveras County Planning Commission Is Back in Action Thursday Eve!

San Andreas, CA...The Calaveras County Planning Commission is back in action on Thursday January 17th, this time for an evening meeting at 7pm. Oak Canyon Ranch is back on the agenda as a continuance from the January 10th meeting. CALAVERAS COUNTY MISSION STATEMENT The Mission of Calaveras County Government is to provide service, infrastructure, leadership, and vision necessary to advance a safe community, maintain a high quality of life, while preserving local history and culture, and to protect personal liberties for all of its citizens. Pursuant to Government Code 65009, a legal challenge to any of the projects described below may be limited to addressing only those issues raised at the public hearing or in written correspondence delivered to the Planning Commission at or prior to the public hearing. Application(s), environmental documents, staff reports, and project files are available for review at the Calaveras County Community Development Agency, Monday through Friday, 8:00 a.m. to 4:00 p.m., except County holidays. Copies of the project file, staff report, and/or environmental documents may also be purchased. Planning Commission decisions can be appealed to the Board of Supervisors. A. Zoning Amendment 2007-097 for Agricultural Preserve Contracts for the
Year 2007 and Rezoning from the Non-Renewal notices of 1997: New Contracts Marilyn L. Pence, Richard L. Matteoli, & Robert J. Matteoli – Contract # 303 was approved by the Board of Supervisors on December 4, 2007. Assessors Parcel 44-009-043 totaling 6.00 acres is recommended for rezoning from RR (Rural Residential) to AP (Agriculture Preserve). The subject land is located at 2700 Willow Creek Road approximately 1/2 mile south of the intersection with Mountain Ranch Road in the community of San Andreas. The subject land is located in Sections 22, Township 4 North Range 12 East, MDM, within Sectional District Map 17.96.04.12.

Gerald Allen Dunn – Contract # 304 was approved by the Board of Supervisors on December 4, 2007. Assessors Parcel 20-034-024 totaling 91.52 acres is recommended for rezoning from U (Unclassified) to AP (Agriculture Preserve). The subject land is located on an unnamed road approximately 0.9 miles east of the intersection with Hubbard Road, which is approximately 1.8 miles south of the intersection with Swiss Ranch Road in the community of Mountain Ranch. The subject land is located in Sections 22, Township 5 North Range 14 East, MDM, within Sectional District Map 17.96.04.14.

Ronald R. Payne and Linda M. Payne – Contract # 306 was approved by the Board of Supervisors on December 4, 2007. Assessors Parcels 20-031-032, 20-031-048, 20-031-050 totaling 163.19 acres is recommended for rezoning from U (Unclassified) to AP (Agriculture Preserve). The subject lands are located on the south side of Swiss Ranch Road approximately 4 miles east of the intersection with Railroad Flat Road in the community of Mountain Ranch. The subject land is located in Sections 20 and 21, Township 4 North Range 14 East, MDM, within Sectional District Map 17.96.04.14.

B. 2007-25 ZONING AMENDMENT and TENTATIVE LARGE LOT PARCEL MAP (OAK CANYON RANCH) for OAK CANYON RANCH, LLC. The applicant(s) are requesting a Zoning Amendment from DA-SP (Development Agreement – Specific Plan) on 3214.9 ± acres, to SFR (Single Family Residential) for 407.10 ± acres, RES (Resort) for 126.70 ± acres, OS (Open Space) for 147.61 ± acres, REC ( Recreation) for 212.02 ± acres, and PS (Public Service) for 94.98 ± acres. Concurrently requested is approval to divide the site into twenty-four (24) large lot parcels and a remainder. The General Plan land use designation is Oak Canyon Ranch Specific Plan with a total area of 3214.9 ± acres. The property (project site) is located on both sides of Little John Road about 1 mile south of State Highway 4 in the Copperopolis area. (APN’s 53-015-013 & 014, 53-016-005, 53-017-007, 008, 009, & 010, 54-006-011, 014, 018, 033, 034, & 035 are portions of Sections 4, 7, 9, 10, 15, 16, 20, 21, and 28 T1N, R12E, MDM). The Large Lot Parcel Map is to provide twenty-four (24) large lot parcels and an undeveloped remainder, for phasing the project into manageable units as provided for in Section 4.6 of the approved and adopted Development Agreement, Ordinance 2771. The adoption of Zoning for each of Large Lot Parcels will be consistent with the Development Agreement the Specific Plan and Zoning Code. The project is statutorily exempt from further environmental review under Government Code Section 65457 and Public Resources Code Section 21083.3.
C. 2007-49 TENTATIVE SUBDIVISION TRACT MAP (OAK CANYON RANCH) PHASES 1 - 8 for OAK CANYON RANCH, LLC. 2007-49 T The applicant(s) are requesting approval to divide Large Lot Parcels 2, 4, 6, 8, 9, 11, 16, 19, 20, 21, 22, & 23, into six hundred seventy (670) single family lots, six (6) Resort/Commercial lots 12, 13 &14, and three (3) Public Service lots 1, 17 and a portion of 19, in phases. Also requested is a Road modification to allow the road serving Phase One to exceed eight hundred (800’) foot length requirements. The property (project site) is located on both sides of Little John Road about 1 mile south of State Highway 4 in the Copperopolis area. (APN’s 54-006-034 & 035, 53-016-005 and 53-015-013 & 014 are portions of Sections 9, 10, 15, and 16, T1N, R12E, MDM). The project is Statutorily Exempt from further environmental review under Government Code Section 65457 and Public Resources Code Section 21083.3. D.
