How much time and money have they wasted over the years repeating this exact same thing?
If you've been trying for 20+ years and if still hasn't worked - time to face reality and give up. Stop wasting town funds on unrealistic planning to nowhere. The only people benefitting from this is the planners they keep hiring. Angels never sees any improvement from the deals, so why do they keep paying these people to come in to sell them bull*hit?
Angels Camp is never going to be the tourist they destination they want.

Hopefully the Angels City planning director will be open about the plan for the walking/biking trail. I know that a public shower was mentioned as being planned where the swimming pool was but that seems alike a very unusual and expensive idea. Having a public shower facility for those who come to use that walking/biking trail will require an attendant and monitoring and is not something that the tax payers should be asked to pay for
