CUSD Will Hold Their Regular Board Meeting, Monday October 21st

San Andreas, CA...CUSD will hold their Regular Meeting of the Board of Trustees on Tuesday, October 21st. They will start off at 4:30pm with a Closed Session then follow with an Open Session at 5:30pm. Full agenda is enclosed...

Any individual who requires disability-related accommodations, including auxiliary aids and services, in
order to participate in the board meeting, should contact the Superintendent in writing. (Gov. code
54953.2, 54954.1)
Members of the Public may request an item be placed on the agenda. The agenda request form is
available on the CUSD website, www.calaveras.k12.ca.us, under forms, public. Agenda requests must be
received at the District Office no later than 9:00 a.m., Monday, one week before the Board meeting.

Presentation of CTE Automotive Technology Program
Chris Sedler, by CTE Education Director, will give a presentation on the Automotive Technology Program.
Health Kids Survey Presentation
Kathryn Eustis, Director of Youth Development and Prevention Programs, at the Calaveras County Office of Education, and others (Kathy Northington, Superintendent, CCOE and David Sackman, Deputy Directory Behavioral Health, Substance Abuse Prevention, Calaveras County Health and Human Services Agency) will provide information to the Board about the Healthy Kids Survey and the progression over the years. They will discuss how many counties/districts do active permission vs. passive permission, and the programs/dollars the data has brought to those who use passive permission and what it means for students.

1. Mokelumne Hill, Valley Springs , San Andreas and Rail Road Flat Elementary Schools Science Camp
Mokelumne Hill, Valley Springs, San Andreas and Rail Road Flat Elementary Schools 6th graders will be attending Science Camp January 13-16, 2015 at Walker Creek Ranch in Petaluma, California. The trip is funded by parent donations and fundraising. Travel will be by CUSD bus. Teachers will chaperone.

The CHS Wrestling team will be attending tournaments:
 Sierra Nevada Classic, Reno, Nevada, December 28-29, 2014

 State Wrestling Championships, Bakersfield, March 5-7, 2015
All travel will be via CUSD vans. Teachers and coaches will chaperone. Overnight accommodations are unknown at this time.
3. Toyon Middle School Relay for Life
A group of Toyon Students, 7-8 grades, will participate in “Relay for Life,” an overnight event that will be held at Calaveras High School on April 25, 2015. Transportation will be provided by parents. No funding is required. Teachers and parents will chaperone.
4. Adoption of Resolution 2014/15-07, Closure of Rail Road Flat After School Program Due to
a Propane Leak
It is recommended the Board adopt Resolution 2014/15-07, Closure of the Rail Road Flat Elementary School’s After School Program Due to a Propane Leak on September 16, 2014.
5. Approval of Williams Settlement Legislation Quarterly Report
The Quarterly report for the Williams Settlement Legislation Act for June through September 2014 is presented for Board approval. This report provides information on complaints received for instructional materials, facilities and/or teach vacancy and misassignments. The report is sent the Calaveras County Office of Education.

Services for the 2014/15 School Year
The Superintendent is recommended certain services now being provided be discontinued or reduced by the following extent:

1. AB1200 Fiscal Disclosure for CASTA (Calaveras Area Substitute Teachers Association)
The AB1200 is the financial document required to demonstrate fiscal solvency prior to any salary increase. A Public Hearing is also required.
In accordance with Government Code 3540.2 the Calaveras County Office of Education has commented on the financial impact of the proposed agreement between the Calaveras Area Substitute Association (CASTA) and the Calaveras Unified School District, and has made the same observations with this agreement as with others previously presented that the agreement will exacerbate the fiscal difficulties currently faced by the district. The recommendation of the district and the Calaveras County Office of Education is against adoption of the tentative agreement.

It is recommended the Board approve an agreement with the San Joaquin Delta Community College District for a Speech-Language Pathology Assistant Program to provide field experience.

After a diligent search for a Special Education Teacher for the Resource class at Jenny Lind Elementary, via job announcement, Ed-join, and newspaper advertisements, approval is requested to apply for a Provisional Internship permit for Amanda Benton to teach Special Education Resource at Jenny Lind Elementary. Ms. Benton meets all candidate requirements.

a. Bond Disbursements for the Performing Arts Facility – Performing Arts Center

b. Approval of Special Contract Services for Michael Martin
It is recommended the Board approve Special Contract Services for Michael Martin as Project Inspector for the new Performing Arts Building. Inspection services are a requirement of the Division of the State Architect and CBC. The amount is up to a total of $44,940, funded by restricted capital projects funds.

c. Adoption, Resolution 2014/15-10, to support the Repeal of Local Reserves Cap
It is recommended the Board adopt Resolution No. 2014/15-10 to support the Repeal of Local Reserves Cap. SB 858, the education budget trailer bill, enacted in June 2014 placed a cap on school district reserves. It will take effect if Proposition 2 is approved by voters. The governing board has a responsibility to budget prudently by planning for major expenditures and allocating reserves that are adequate to carry school district through economic downturns or when unexpected events arise. Limiting reserves is fiscally irresponsible and counter to local control.
d. Fiscal Recovery Plan, Phase II
The Superintendent will make recommendations on Phase II reductions. This will provide the Board an opportunity to discuss the recommendations and allow for public comment.

Adoption, Resolution 2014/15-06, Conflict of Interest Code
It is recommended the Board adopt Resolution No. 2014/15-06, Conflict of Interest Code. The Political Reform Act requires state and local government agencies to adopt and promulgate conflict of interest codes. Local agencies must file a Biennial Notice.
