THIS MEETING WILL BE HELD IN THE BOARD OF SUPERVISORS CHAMBERS

2. SUPERVISOR CALLAWAY. Adopt a Resolution recognizing Joseph Hecocks for his Eagle
Scout; Board action:
6:00 PM to 6:30 PM: PUBLIC COMMENT
Any item of interest to the public that is within the subject matter jurisdiction of the Board and is not
posted on the Consent or Regular agendas may be addressed during the Public Comment period.
California law prohibits the Board from taking action on any matter which is not posted on the agenda
unless it is determined to be an emergency by the Board of Supervisors. If Public Comment is completed
before the 30 minute allotted time period, the Board may immediately move to the Consent Agenda. If
Public Comment is not completed during the allotted time period, it will be continued at the conclusion of
the Regular Agenda in order to provide an opportunity for the remainder of comments to be heard. 20140729a
CONSENT AGENDA
Consent agenda items are expected to be routine and non-controversial. They will be acted upon by the
Board at one time without discussion. Any board member, staff member or interested party may request
removal of an item from the consent agenda for discussion.
3. MINUTES of meeting held July 22, 2014 – Board action:
4. SHERIFF. Adopt a Resolution authorizing the Calaveras County Sheriff’s Office to apply for
funding from the FY14 Homeland Security Grant Program in the amount of $121,073 and
authorizing the execution of a grant award and any amendments thereto with the State Of
California for the purposes of this Grant; Board action:
5. SHERIFF. Adopt a Resolution authorizing the Calaveras County Sheriff’s Office to apply for
funding in the amount of $134,503 from the FY14 Emergency Management Performance
Grant (EMPG) and authorizing the execution of a Grant Award and any amendments thereto
with the State of California for the purposes of this Grant; Board action:
6. PUBLIC WORKS. Approve the Subrecipient Agreement between Calaveras County and the
Calaveras Council of Governments (CCOG) to administer CCOG approved Public
Transportation Modernization Improvement and Service Enhancement Account (PTMISEA)
funds for the Calaveras County Transit System; Board action:
7. PUBLIC WORKS. Authorize the Director of Public Works to apply for an FTA Section 5309
Ladders of Opportunity grant to fund the purchase of a minivan for Calaveras Transit; Board
action:
8. PUBLIC WORKS. Approve the Amendment to the Memorandum of Understanding between
Calaveras County and the Calaveras Council of Governments regarding Highway 4 Wagon
Trail Realignment; Board action:
9. HEALTH & HUMAN SERVICES. Authorize the Board Chair to: 1) Sign Amendment 5 to the
Community Transformation Subaward Agreement with the Public Health Institute and
Calaveras County Public Health permitting unexpended funds from year 2 (9/30/12 through
9/29/13) in the amount of $48,060 to be expended in year 3 (9/30/13 through 9/29/14); 2)
Approve a budget adjustment to the Public Health Services Fiscal Year 2014/15 budget to
include an increase of revenue by $48,060 and an increase in expenditures by $48,060
(Budget Adjustment Request attached); Board action:
10. ELECTIONS. Adopt a Resolution authorizing the consolidation of the Copper Cove Rocky
Road Community Services District Election with the Statewide General Election to be held on
November 4, 2014 pursuant to Elections Codes 10002 and 10401; Board action:
11. ADMINISTRATION. Approve an additional $9,225.00 to the Purchase Order with CSI
Telecommunications, Inc. with a new contract expiration date of August 1, 2014; Board action:

“Resolution Supporting the Wild and Scenic Designation for the Mokelumne River”; Board

D-2 Wright did not want the "Wild & Scenic" put on the agenda.
D-3 Callaway says she read the act and the law. She is fine with it.
D-5 Spellman said he voted for it during the original presentation and stands by his vote.

None of them stated what their constituents thought.

Would someone define the terms elected representative and representative government.

Would someone define kingdom? Is there a difference in Calaveras County?

    Four of the Board Members had not changed their opinion on Wild and Scenic designation for 37 miles of the river that are not encumbered by existing dams. Adding another dam somewhere or raising Pardee does not add any water to the river. Some water must be available to flow into the Delta during wet years from all of the rivers that drain to the Delta in order to flush out the salt water intrusion or we will lose the delta islands for growing crops. If we are going to continue having Salmon spawn in the Mokelumnet then a certain amount of water must continue to flow out beyond any storage facilities. I believe that the four Supervisors were just confirming that they were doing the right thing for their current and future residents of the county.
