The Calaveras Council of Governments Policy Conference welocmes guest speakers Will Kempton, Executive Director, Transportation California and Sharon Scherzinger, Executive Director, El Dorado Transportation Commission. Kempton has 40 years of experience in transportation, public service and government affairs, and is currently serving as Executive Director of Transportation California, an industry-based transportation advocacy group. Mr. Kempton’s career began at Caltrans, including stints as chief of the Office of Revenue Management, Assistant Director in charge of Legislative and Congressional Affairs, and finally in 2004, as Director of Caltrans. Before his tenure as Caltrans Director, Mr. Kempton served as Director of the Santa Clara County Traffic Authority,as partner in Smith, Kempton & Watts, and as Assistant City Manager of the City of Folsom. Most recently he served as Chief Executive Officer of the Orange County Transportation Authority. Mr. Kempton will bring us the latest on transportation funding, financing, and related planning issues that impact regional and local governments. He offers lessons learned, new strategies for this current political climate and what’s trending on state and federal transportation and funding issues....
 
Sharon Scherzinger serves as Executive Director for the El Dorado County Transportation Commission and is the Rural Counties Task Force Chair. She iss responsible for transportation planning, funding, and program management. Beginning her career as a land use planner for El Dorado County and the City of Ventura, she coordinated commercial and residential development projects. Her 26 years of transportation planning experience includes heading both California Department of Transportation’s statewide Planning and Mass Transit Divisions. Ms. Scherzinger was also acting Deputy District Director for Planning and Local Assistance in Caltrans Districts 3 and 10. Prior to her work at the California Department of Transportation, she managed a two-billion dollar rail, transit, bicycle, and ferry bond program for the California Transportation Commission. Ms. Scherzinger has degrees in geography and architecture from the University of California Berkeley.
