THIS MEETING WILL BE HELD IN THE BOARD OF SUPERVISORS CHAMBERS 891 Mountain Ranch Rd, San Andreas, California

RECOGNITION AND ACKNOWLEDGMENTS
1. Adopt a RESOLUTION supporting the Wild & Scenic Designation for the Mokelumne River; Supervisor Wright – Board action:
9:00 AM to 9:30 AM: PUBLIC COMMENT
Any item of interest to the public that is within the subject matter jurisdiction of the Board and is not posted on the Consent or Regular agendas may be addressed during the Public Comment period. California law prohibits the Board from taking action on any matter which is not posted on the agenda unless it is determined to be an emergency by the Board of Supervisors. If Public Comment is completed before the 30 minute allotted time period, the Board may immediately move to the Consent Agenda. If Public Comment is not completed during the allotted time period, it will be continued at the conclusion of the Regular Agenda in order to provide an opportunity for the remainder of comments to be heard.
CONSENT AGENDA
Consent agenda items are expected to be routine and non-controversial. They will be acted upon by the Board at one time without discussion. Any board member, staff member or interested party may request removal of an item from the consent agenda for later discussion.
2. MINUTES of meeting held on February 11, 2014 – Board action:

Approve Blanket Purchase Orders for each of the following vendors: Holt of California for an amount not to exceed $60,000; Interstate Truck Center for an amount not to exceed $50,000; Wilson Way Tires for an amount not to exceed $50,000; Peterson Pacific for an amount not to exceed $50,000; and Calaveras Auto Supply for an amount not to exceed $70,000 for Fiscal Year 2013/14; Public Works – Board action:
4. Authorize the Board Chair to sign a Legal Services Agreement pursuant to Government Code §25203 between County, Sheriff, and the law firm of Jones & Mayer with a not to exceed amount of $75,000 for representation of County and Sheriff in County of Calaveras et. al. v. Calaveras County Superior Court et. al. (13CV39804); Public Works – Board action:
5. Approve the Second Amendment to the Professional Services Agreement between Calaveras County and Stantec Consulting Services, Inc. for Hawver Road Bridge Design Services to increase the Agreement by $9,500 for a total not to exceed amount of $397,908.15 and a term ending December 30, 2014; Public Works – Board action:
6. Adopt RESOLUTION approving agreement between Calaveras County and Election Systems and Software for the Purchase of a Capital asset in the amount of $22,950; Elections – Board action:
7. Declare vehicles surplus and subject to disposal and authorize the County Administrative Officer to dispose of them pursuant to County Code; Administration – Board action:
8. Authorize the Health and Human Services Agency Director to sign an annual Mental Health Performance Agreement between Calaveras County and the California Department of Health Care Services for the period of July 1, 2013 through June 30, 2014; Health & Human Services – Board action:

9. Receive a report from Tuolumne/Calaveras Unit Chief, Josh White from CAL FIRE on future Tuolumne/Calaveras Unit plans; Administration/Supervisor Callaway – Board action:
10. Appointment of applicants to serve on various Committees, Commissions, Advisory Boards and County Service Areas; Administration – Board action:
11. (1) Approve and authorize the Board Chair to execute a fixed cost professional services contract for facility maintenance operations, with CGL|Kitchell, for the period of March 1, 2014 to February 28, 2017 with an option for the CAO, with concurrence of the Sheriff, to exercise two, 1-year extensions. The terms of the contract include a not to exceed amount of $220,000 for the purchase of capital equipment, tools, fixtures, etc. (Construction Project Expense); and a fixed annual cost of $351,000 (New, Ongoing General Fund Expense); (2) Approve the addition of 2.0 FTE Custodian I/II allocations to the Building and Grounds division of the County Administrative Office at an annual cost of $98,000 (New Ongoing General Fund Expense); and (3) Approve by a 4/5 vote a Budget Transfer of $141,600 from Contingency to fund the cost of the professional services contract for facilities maintenance operations and janitorial services for the new Jail and Sheriff’s Office for the remainder of FY

12. Adopt a RESOLUTION appointing Robert Pachinger as Interim Calaveras County Surveyor, effective March 3, 2014; Public Works – Board action:
13. 1:30 PM: Receive the FY 2013/14 Mid-Year Report, provide direction for the preparation of the FY 2014/15 Recommended Budget and approve the purchase of the attached capital assets and attached FY 2013/14 Mid-Year Budget adjustments by a 4/5’s vote; Administration – Board action:
14. Report of meetings attended and other matters of Supervisors and Department Heads.
