Mountain Ranch Resident Sheldon Bissell, 77, Founder of the DUIRR Program Passes Away in Early Morning Accident

Mountain Ranch, CA...On December 16, 2013 at approximately 0717 hours, Sheldon Bissell, 77 from Mountain Ranch was driving a 2001 Honda Civic northbound on Coachman Way and stopped at the intersection with Mountain Ranch Road. A 22 year old Valley Springs man was driving a Dodge pickup eastbound on Mountain Ranch Road approaching Coachman Way at a stated speed of approximately 55-60 MPH. As the pickup approached, Mr. Bissell made a left turn onto Mountain Ranch Road, directly into the path of the oncoming pickup. The driver hit his brakes and swerved to the left but was unable to stop in time to avoid a collision...

The right front of the Dodge pickup collided with the left front door of the Honda Civic. After the collision, both vehicles remained in the roadway, blocking Mountain Ranch Road in both directions.

P-1 sustained fatal injuries as a result of this collision. P-2 did not sustain any injuries.

This collision is still under investigation, however drugs and alcohol are not considered a factor in this collision.

This morning's accident leaves a big hole in Calaveras County as Mr. Bissell founded the DUIRR program after the death of his son. at the hands of a drunk driver.

Sheldon Bissell, who started the program in 1983, the Driving Under the Influence Reward Program (DUIRR) has helped law enforcement catch DUI and DUID offenders and reduce the number of incidents of intoxicated driving. Since the inception of DUIRR, costs associated with DUI arrests and injuries or deaths, particularly for local hospitals, have dropped significantly...


Since 1983 the DUIRR program has been utilized in seven counties, including Calaveras, Tuolumne, Amador, EI Dorado, Mariposa, San Joaquin, and Napa Counties.
