Can we opt out of CCWD? Letter To The Editor by Julie Hollars

Vallecito, CA...In 1988 many local residents were mandated to switch from on sight septic systems to the Calaveras County Water District. Vallecito was one of the “low income areas” of concern. There were town hall meetings addressing the concerns for cost but, the public was assured that the extremely affordable $14.00 a month wastewater charge would never increase except for normal inflation. What an incredible Public Service CCWD would provide for Calaveras County right?

The weekly articles in the Calaveras Enterprise, Pinetree.net, along with the public turn out and outcries in protest at the Town Hall meeting in Arnold, no doubt shows the anger and concerns the majority of the CCWD customers have with the proposed 69% rate increase in water and a 62% increase in waste water. CCWD has a board of directors who are elected by the public to represent all of us who fall under CCWD (and even those renters who pay but are not allowed to protest the rate increase). CCWD customers are telling you, the Board of Directors “NO” to this increase. We are asking you the Board of Directors to fix this broken investment we were required to invest in. The public is already struggling to make ends meet in today’s economy with many customers who live off of fixed income with no assistance. How can you, CCWD Board of Directors ask the customers to pay for repairs that should have been saved for a decade ago? Considering the dire concern for what should have been preventative maintenance on the pipe lines, millions have been poorly managed thru the years and most recently, over 3.3 million dollars was spent on a new building that seems to be under the radar for the general public see. What guarantee do we have the rates won’t increase in another 5 years after this master plan has taken affect?

We all know about CCWD’s guarantees over the past years. The moratorium for Vallecito/Douglas Flat has been lifted. I want out! My question to the Board of Directors is this. Will you grant customers who qualify for a private on sight septic system to be released from CCWD’s District? Investing in a properly working septic system that can be paid off in 5 years will guarantee where this homeowner’s money is spent and, an investment well worth the cost.
