Tom Tryon says Murphys is His Legacy as He, Steve Winensky, Gary Tofanelli and CAO Boyce Say Goodbye ~By John Hamilton

San Andreas, CA...The Board of Supervisors Chambers was filled to the brim with well wishers as Supervisors Tom Tryon, Steve Wilensky, Gary Tofanelli and CAO Jeanne Boyce. The second longest serving Supervisor in California and according to Steve Wilensky the longest serving elected Libertarian made his final curtain call as a supervisor. When asked what his biggest accomplishment in his almost 3 decades on the board Tom said one word... "Murphys". He said he and others on the board made a deliberate effort to create an environment that would attract businesses and private sector business capital to the area. The goal was to provide just enough infrastructure to make it functional without damaging the authentic, historic and picturesque nature of the town. Tom says he kept that balancing act always in mind. If the proof is in the results then Tom and others have what is acclaimed to be one of the top small town tourist destinations to their credit....

Next in seniority to bid adieu was District Two Supervisor Steve Wilensky. For many years Steve was by acclimation regarded as the most powerful man in county government. He wielded enormous power behind the scenes with the labor unions, community and environmental groups. Even for those on opposite sides of an issue from Steve he was respected for his acumen, belief in the causes he supported and power base.

If there is a dark period for the outgoing Supervisor in his legacy it has to be the creation of the Community Development Agency and resultant power grab to bring all development, zoning and building functions under the direct control of the supervisors with a newly created department and department head that was a direct report to the Board and not the CAO's office. Whatever high motives may have been in place at the beginning created what was the darkest period of time in Calaveras County history. From the General Plan crisis and planning moratorium rushed through in 2006 to the still uncompleted general plan and the fiscal damage to our local economy still to this day as evidenced by the recent Sawmill Lake decisions. The general plan update process started then is still haunting us today.

From a wide view projects like the project in Copperopolis seem to be what all the planners have been hoping for. It is largely an infill project largely within an existing community center and is backed by a reputable builder in Castle & Cooke. Castle & Cooke needs this development in part to make the Copper Town Square fulfill it's dream of being a destination community center. Yet it cannot go forward at this time because of problems with the general plan update process and fear of litigation.

What is ironic is that Copperopolis Town Square was patterned in part after Murphys. There may be a lesson there. In Murphys there was the minimum of government involvement to make the project a success but it was left to the marketplace to see if it infact was to become so.

Copperopolis is in many was the victim of the planning process. They have their seemingly perpetually ongoing community plan to be rolled into the hopefully completed at some point in the future general plan. Largely because of legal conflicts and inconsistencies withing the various parts of the general plan update process and the very fact that 7 years later we are still in limbo would seem to put the whole plan to update the general plan in this manner in question. The ironically named creation of the Community Development Agency and it's subsequent scandal and destruction only add weight to the object lesson on how communities should not proceed.

That brings us to Gary Tofanelli and what he viewed as his legacy. When we asked him this he was standing with the heads of the Planning and Building Departments. He is proud of how these departments are now functioning and views his legacy of helping to restore working order to these vital parts of county government as a justifiable accomplishment. Many have said that these departments are functioning the best that they have in a very long time.

Last but certainly not least to say good bye was CAO Jeanne Boyce who was largely credited with ensuring that the county was on sound fiscal footing and ready for the future after the economic meltdown. Since the early 1990's Jeanne's skills have been apparent in every job and function she held on her way to the top local government post.

Now in 2013 in more ways than any other time since the 1980's Calaveras County will be going into the future with a clean slate on which to draw. Three new supervisors will be seated next week and a new COA will be selected in the next few weeks.

From all of us at ThePineTree.net we would like to thank those that are leaving for their service. They to a man and a woman served their communities with heart and soul. While we can at times discount and have questions on their decisions I doubt anyone who has followed the service of the four leaving county governments commitment to doing what they felt was best for their communities.

It seems fitting to end with Theodore Roosevelt's famous quote...

"It is not the critic who counts; not the man who points out how the strong man stumbles, or where the doer of deeds could have done them better. The credit belongs to the man who is actually in the arena, whose face is marred by dust and sweat and blood; who strives valiantly; who errs, who comes short again and again, because there is no effort without error and shortcoming; but who does actually strive to do the deeds; who knows great enthusiasms, the great devotions; who spends himself in a worthy cause; who at the best knows in the end the triumph of high achievement, and who at the worst, if he fails, at least fails while daring greatly, so that his place shall never be with those cold and timid souls who neither know victory nor defeat. "
