BOARD OF SUPERVISORS, COUNTY OF CALAVERAS
STATE OF CALIFORNIA
RESOLUTION RESOLUTION CREATING A CALAVERAS COUNTY PARKS AND RECREATION COMMISSION
NO. 07-
WHEREAS, the citizens of the County of Calaveras have voiced great interest in the future of parks and recreation services with this County; and
WHEREAS, a Citizen’s Advisory panel, also known as the Park and Recreation Task Force has endorsed the establishment of an official advisory group on parks and recreation.
NOW, THEREFORE be it resolved that a Parks and Recreation Commission is established as follows:
1. Membership: The commission shall consist of seven members as follows:
One appointed by each County Supervisor from within his or her supervisorial district.
One appointed by the Board of Directors of the Calaveras County Water District.
One appointed by the Directors of the San Andreas Parks and Recreation District.
Ex-Officio members shall be as follows:
The County Administrative Officer or his/her designee
The City of Angels Administrator or his/her designee
The Community Development Director or his/her designee
County Counsel or his/her designee
2. Eligibility: Any registered voter and resident of Calaveras County will be eligible. Applications for vacancies will be solicited and accepted.
3. Term: Each Commissioner appointed by the County will have their term coincide with that of the Supervisor who makes the appointment. Commissioner’s may be reappointed. Commissioner’s appointed by the Calaveras County Water District and the San Andreas Parks and Recreation District shall be subject to the recommendations of their respective Boards.
4. Meetings: The Commission shall hold regular meetings, open and public, with Calaveras County at a regularly established time and place selected by a majority of the Commission. Special meetings may be held at such times and places as a majority of the Commission may agree. All official meetings shall require a quorum of four members. Opportunity for public address shall be provided at each official meeting.
5. Duties: The Commission shall advise the Board of Supervisors and assist the County Administrative Office in the formation of policy, planning, development, and operations of the County’s park and recreation system.
6. Officers: Officers shall include a Chairperson and Vice Chairperson elected for one year terms by majority vote. Officers may be reelected.
7. Reports: Minutes shall be kept of each meeting and presented in a timely fashion to the Board of Supervisors. Semi-Annual reports outlining the accomplishments and goals of the Commission shall be presented to the Board of Supervisors.
8. Staff Support: The County Administrative Office shall serve as the staff to the commission. The County Administrative Officer or his/her designee shall serve as Secretary to the Commission and be responsible for the keeping of minutes of the meetings.
9. Subcommittees: A subcommittee shall mean any subsidiary study or advisory group to the committee. The Chairperson shall appoint or dissolve subcommittees. Each subcommittee’s membership shall include at least one member of the Commission.
10. Notice of meetings: An agenda for each regular meeting shall be posted no less than 72 hours in advance at the County Legal Building. Mail notices shall be sent to those who so request by the Commission in return for a reasonable fee to recover costs.
11. Rules of Order: The Commission may establish its own by-laws and rules for proceedings before it.
12. Termination: Absence of three consecutive meetings or any four meetings during one year without the Commission’s approval or movement of one’s permanent residence from Calaveras County shall constitute automatic termination. Termination may also occur by resignation or by majority vote of the Board of Supervisors.
