Foothill Fire Protection District… Now

Chief Siligo of the Foothill Fire Protection District proudly and rightfully claims a 180 degree turnaround from the previous negative public perception of the FFPD. Currently staffing 20 volunteers, all firefighter certified (with a few currently becoming certified), over 60% carrying a class “B” license, and receipt of a certificate from the Legislature commending them on no missed calls since May of 2007, the FFPD has a right to brag. To clarify the extent of Chief Siligo, the firefighter’s, and his staff’s commitment to a new and better FFPD, one must look at the past....


Then…
When a 2005-2006 Calaveras County Grand Jury investigation found that: “emergency response vehicles were poorly equipped with oxygen cylinders’ leaving firefighter’s without additional oxygen to continue a fire fight: “equipment is left outside without proper coverage” leaving equipment in the elements causing excessive maintenance costs: “that the board make every effort to improve communication with the community it was formed to serve, its personnel and adjacent fire districts” at which point the Calaveras County Sheriff was called into to sit at the meetings to ensure the public’s safety: “taxes received from an area south of Hogan Dam that has not been annexed by the district.” These investigations left the Grand Jury to recommend, among other things, that an investigation be continued to the 2006-2007 Grand Jury.

By 2006-2007 when Grand Jury Report was released, “The carryover investigation was expanded to include all phases of district operations, with an emphasis on administrative functions and completion of the new fire station in Burson (Station #1).” Highlighting the completion of station #1 the Grand Jury recommended “that FFPD comply with the Public Contract Code while finishing the construction of station #1 and with any future construction projects.” They also found “an incomplete policies and procedures manual, no comprehensive training plan, no existing comprehensive long-range plan, no Fire Chief, station #2 inadequate to house equipment and not appearing to meet county building codes.” Add to the previous reports citing Brown Act violations on the part of the board for their inability to control meetings allowing “public input in an orderly and concise manner.”

Now….
Since Chief Siligo has taken over the reins, FFPD has not only become compliant with ALL recommendations made by the Grand Jury but has exceeded them. Coming to the table with 28 years firefighting experience and apparatus committee experience, the Chief has created a sustainable department, equipped and ready to serve and protect their community.


Boasting a new fire station in Burson, two type 1 pumpers, one 55’ ladder truck, one 3000 gallon water truck, one type 3 fast attack, one light rescue, two staff vehicles, one Chief, one assistant Chief (currently vacant), one battalion Chief, 20+ personnel, a modified station#2, and an excellent relationship with the Fire Board that is “both knowledgeable and current on ethics,” Foothill Fire Protection District has come a long way.

Added note: Due to the Chief’s previous apparatus committee experience he was able to procure two of the currently owned FFPD vehicles for $1.00 each.
