NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the City of Sonora Planning Commission will conduct a public hearing at 6:00 PM, or shortly thereafter, on the 23rd day of June 2010, in the City Hall Council Chambers, 94 N. Washington Street, for the purpose of considering the following:
1. Application by RSC Engineering, for the Wal-Mart Real Estate Business Trust, for consideration of the Walmart Expansion Project. The project consists of the expansion and alteration of the existing Walmart store, and includes the addition of up to 28,366 square feet of building area to the eastern side of the existing store. The expanded Walmart store would operate 24 hours a day, 7 days a week, and would retail general merchandise and groceries. AP# 056-640-01, located at 1101 Sanguinetti Road, in a CG, General Commercial zone, on the east side of the existing Walmart, in the Sonora Crossroads shopping center.
The actions before the Commission include the following: (1) Consider certification of the Draft and Final Environmental Impact Report (the “EIR”) for the Sonora Walmart Expansion Project, (2) Consider adopting EIR supporting documents including: CEQA Findings of Facts, Statement of Overriding Considerations, and the Mitigation Monitoring and Reporting Program, (3) Design Review, conducted pursuant to Chapter 17.32 of the Sonora Municipal Code, for exterior changes to the building, (4) Site Plan review, conducted pursuant to Chapter 17.52 of the Sonora Municipal Code, for changes to the site, and (5) Conditional Use Permit, conducted pursuant to Chapter 17.42 and Chapter 17.62 of the Sonora Municipal Code, related to the number of loading berths to accommodate the anticipated deliveries for the expanded Walmart store.
The Commission will consider the adoption of a statement of overriding considerations related to transportation for: Near-term intersection operations, long-term intersection operations and roadway operations. A statement of overriding considerations is a written statement explaining why the unavoidable significant effects related to the proposal may be acceptable.
A Draft Environmental Impact Report (DEIR) was prepared to evaluate the potential environmental impacts of the project, pursuant to the California Environmental Quality Act. The Draft EIR was circulated for a 62 day public comment period extending from December 17, 2009 through February 16, 2010. A Final EIR has been prepared, which includes the City’s responses to the comments received on the DEIR during the public comment period. The Draft EIR and Final EIR and all supporting documents are available for review at the following locations:

3. Sonora Main Library, 480 Greenley Road, Sonora
At the above time and place, all persons interested in the above, either for or against, will be given the opportunity to be heard. Copies of the full record of these proceedings are available for review at the City of Sonora Building and Planning Department, Monday through Friday, between the hours of 8:00 AM and 4:00 PM. Written comments should be submitted to the City of Sonora Building and Planning Department, or to the Sonora City Council, both at 94 N. Washington Street, Sonora, by no later than 1:00 PM on Monday, June 23, 2010.
