Letter to the Editor~by Carl Stoughton
"In the course of my campaign for Auditor-Controller of Calaveras County, I have been investigation Government Waist in Calaveras County. During this time I came across information Regarding Coroner Kevin Raggio that I turned over to the press for investigation. I gave them what limited information I had, and told them that there was a possible story. As part of this investigation, I reviewed the mid year Calaveras County Financial Shortfall. This began on March 5, 2010 with a review....
of the budget and departments that are experiencing possible budgetbirregularities. The Coroners office was one that stood out. With a budget of $156,441.00 they had expenditures totaling $96,025.00. This is 61% of their budget as of mid year, and the Coroner was asking for another $40,000.00.
I had a short informal meeting with Kevin Raggio on March 9, 2010 in the Calaveras County Supervisors Chambers, and I asked him several questions regarding his budget projections and expenditures as of mid year.
On March 11, 2010, I had a meeting with a citizen that informed me of an ongoing criminal investigation regarding Coroner Kevin Raggio and other concerns.
Over the next few days I met with elected officials and citizens that informed me that there may have been possible financial improprieties uncovered during the investigation into Coroner Kevin Raggio.
On March 17th, I gave the information that I had to the press with the assurance that my name would not be used. I told them not to print anything that was not true, and to investigate fully before writing any story. There was a leak, and my name was made public.
Due to threats and comments made toward me, I am telling the public that I was the person that took the story of Coroner Kevin Raggio to the press for investigation. The idea that a criminal investigation into professional conduct of an Elected Official was never made
public is repulsive in my mind. Transparency in a Democracy is as important as the right to vote."
