Open Letter sent to Parents on Exploring The Option of Closing Rail Road Flat School by School Year End
Calaveras County, CA....We were sent this letter from Mark Campbell, Superintendent of Calaveras Unified School District to parents of students of Rail Road Flat Elementary on the possibility of the school closing by school year end from a PineTree viewer. About 75 people including students attended a protest at the CUSD meeting on Saturday morning to help keep the school open. "This is a very emotional issue up there, and the community is very motivated to keep their school open" states a parent. "To the parents of Rail Road Flat Elementary, Given the financial challenges that Calaveras Unified School District continues to deal with, due to budget cuts at the state level and our continuing trend of declining enrollment, we are in the process of exploring many options in an effort to make necessary cuts to our school budget. We are actively considering a variety of options including a reduction of teachers and support staff, charging for participation in athletics and for transportation to school, reductions in our music and ......
.athletic programs and a number of other areas of potential cuts as well. As part of this process, I need to inform you that we will be exploring the option of closing Rail Road Flat Elementary, which would be effective at the end of this school year.
The decision to keep the school open, or to close it, has not been made. That decision will be made after a process of exploring the potential consequences of both closing the school, as well as keeping it open. This process will involve meetings with school staff, parents/community and the school board so that all voices are heard and all applicable information is shared with all concerned (details on the impact on budget, students, staff, etc.).
The timeline for this process calls for ongoing assessment of the impact of closing the school, focused discussions with staff at Rail Road Flat Elementary and the CUSD Board of Trustees to start this month, a meeting with parents and community members to take place in January, ongoing discussions and sharing of information (formally and informally) with all stakeholders, leading to a decision at the February 17th school board meeting.
I realize that these will be complex and challenging conversations and sincerely wish we were not having to have them, but they need to happen and we need to seriously study this option, as the fiscal issues we face are very real and difficult decisions have to be made either way. Throughout this process the lines of communication will be clear, all who wish to be heard will have the opportunity and all who have questions will have them answered.
More information regarding the parent/community meeting in January, school board meetings in January/February as well as any other applicable details will be provided in the weeks and months to come.

Close RRF school and save ?? $200,000...while there are not 1, not 2, not 3...there are FOUR people who work in the "Personnel" department at CUSD right now??? Last year there were two, A Coordinator and an Assistant. Currently there are FOUR...how do you double a department during a budgetary crisis? And why in the world would FOUR people be needed during an economic downturn??? There are not even any jobs open...yet there are FOUR individuals who work in the Personnel department...
This is just an example...I'm sure other departments are heavy as well...WHY? We cut programs that benefit our kids. We close schools that serve a good purpose...and at the same time we are increasing staff in departments that don't seem to need it? Two positions, with benefits, would add up to roughly $150K a year (Range I, Salary Schedule). Office staff makes an extreme amount of money (look at the Salary Schedule chart on the CUSD web site). Understanding seniority and years of service, but where else can you find a "clerical" job that pays $50K a year?
I think there is a lot of accounting that should be made. CUSD has run under the radar for a long time. How much waste is going on? If that waste was trimmed could the music and art programs be funded?

The arts and music program is currently funded. So your last sentence doesn't make sense -- not to mention your prior words. You must work at RRF school to know these ins and outs. Perhaps an upfront convo with your principal or superintendent might be nicer instead of your annonymous rantings.

I don't work at RRF. I was referring to the continuous threat of reducing or cutting funding each year. I am simply a parent of a child who has gone through the ranks in Calaveras Unified. Don't work for the district or anything related to the district. I put my comments out as a citizen of the community.

Perhaps it would be helpful if every part of the CUSD budget were to be reviewed in depth before deciding the only way to balance it would be to close a school.
We might find many other places money could be saved, including unecessary or redundant personnel, excess program expenses, maybe even board and management expense accounts that could be cut.
And, how much is currently in their reserve account? Every organization has some kind of account with reserves to tap in the event of emergencies or economic downturns. CUSD has managed its money well for a long time, and they set money aside for times like these. I can't imagine a better reason to use some of it than to help keep this school going until the economy improves.

This school was always destined for this regardless of the economy. It's sad and my heart goes out to the families in Railroad that have students there. But it comes down to simple numbers. Railroad flat is not going to grow. A generalization to some degree, but who is moving to that area. Families with young children? Not at the rate needed to increase the school's enrollment. Yes, the economy brought this subject up perhaps a little sooner than it would have been, but with 75 kids, not much sooner.
I just hope the district can figure out ways to assist families that will have to either drive or bus their kids to most likely West Point Elementary.
And if they do go to West Point, can West Point's infrastructure support all these added kids? I see more modulars. Hopefully the majority of the teachers that are willing to go elsewhere in the district will be retained. But there are definitively costs associated with closing the school. But in the long term, and the outlook of railroad flat becoming anything other than a retirement community will dictate what happens.

Rail Road Flat currently has 84 students (not 75). In addition, they have 12 in their pre-school, and a WAITING LIST for more pre-schoolers!
And you are right about additional costs at the schools absorbing the Rail Road Flat students... wonder if that has been costed out yet???

Perhaps the parents should sign their kids up for Mountain Oaks Home school. Think of the money the district would lose without those little warm bodies . My child is a Mountain Oaks student for three years now. Wonderful school. There is a mentor teacher right in Railroad Flat. Mountain Oaks may want to use Railroad Flat Elementary School as well..............How much money does the district get for each child? How much does it cost to keep the school open?

They get something like 5,000 per student. With 80 students that is 400,000. Didn't They say it takes 300,000 to keep Railroad Flat open so by my figures RRF brings in more money than it takes to run it?? Sounds like the district needs the money for somewhere else in the district and are grabbing in the hat to find where they can come up with the money and Railroad's name was drawn. SAD VERY SAD they would want to tear open a community that has been here just as long if not longer than any other school.
