Governor Schwarzenegger Directs Deployment of N-95 Respirators to Help Local Health Jurisdictions Fight H1N1 Virus

As part of California’s on-going emergency response efforts to ensure that California is ready and able to combat the spread of the H1N1 virus, Governor Arnold Schwarzenegger today announced that he has directed his Department of Public Health (CDPH) to deploy up to half the state's emergency stockpile of of specialized (N-95) masks to local health jurisdictions for dispersal to hospitals and clinics so that healthcare providers will have them on hand to ensure they can protect patients and themselves from the spread of H1N1 in health care settings and continue to safely provide care to those infected with the virus......


“Today, I have directed my Administration to begin deploying these N-95 respirators to local health jurisdictions across the state to help further prepare our communities against the spread of H1N1,” said Governor Schwarzenegger. “California has been preparing for a flu crisis for a very long time and with this action we are taking another step to ensure that we are able to fight the spread of flu pandemics like H1N1.”

In 2006, at the Governor’s direction, California purchased a stockpile of 51 million N-95 respirators -- face masks designed to prevent the passage of airborne germs. These masks are one of the prevention tools to limit transmission of the H1N1 flu virus. The state purchased the masks for health care workers to prepare for a possible pandemic, which has now occurred. The state will deploy nearly 50% of a local health jurisdiction’s allocation at their request.

California’s H1N1 response team has decided to begin deployment of these masks to local health jurisdictions in California to prevent shortages among health care workers, particularly at California hospitals. Guidance from the CDPH will explain how local health officers should work with hospitals and other health care facilities to maintain supplies through purchases and use of local inventories and then make the state masks available to prevent shortages. The California Occupational Safety and Health Administration will issue guidance to health care facilities for infection control measures including effective use of N-95 respirators to comply with certain state regulations and emphasizing ways to conserve the supply.


It is the Governor’s top priority to limit the spread of the H1N1 virus as quickly and effectively as possible. The Governor and his Administration have taken the following actions to combat the spread of the H1N1 virus:

· Issued an Executive Order in October to combat the spread of the H1N1 virus and ensure the state has the flexibility to respond to a potential flu crisis by renewing the ability for departments to cut through contracting red tape to obtain goods and services to fight the spread of the H1N1 virus.

· Proclaimed a State of Emergency in April to support and facilitate our state health departments’ response to the H1N1 virus outbreak.

· In April, California became the first state in the nation to do its own confirmatory testing for the H1N1 flu virus without having to send samples to the Centers for Disease Control, greatly speeding up detection efforts in the state.

· Launched the Web site (www.CalPanFlu.org) to register doctors, clinicians and other professionals who will provide vaccinations for the H1N1 virus.

· Urged Californians to prepare for the upcoming flu season and challenged Californians to enter the California Department of Public Health's (CDPH) Film Fest – to enter the California Department of Public Health’s (CDPH) Film Fest – “Lights, Camera, Save Lives” - a competition to create a short video highlighting the steps to avoid H1N1 and seasonal flu.

Governor Schwarzenegger continues to urge all Californians to be diligent in preventing the further spread of the flu. Everyday actions that can be taken to help protect against and prevent the spread of germs that cause the flu include:

· Cover your nose and mouth with a tissue when you cough or sneeze. Throw the tissue in the trash after you use it.

· Wash your hands often with soap and water, especially after you cough or sneeze. Alcohol-based hand cleaners are also effective.

· Avoid touching your eyes, nose or mouth. Germs spread this way.

· Try to avoid close contact with sick people.

· Stay home if you are sick for seven days after your symptoms begin or until you have been symptom-free for 24 hours, whichever is longer. This is to keep from infecting others and spreading the virus further.
