Taxpayers Make Budget Suggestions~by Al Segalla
Angels Camp, CA...The Calaveras County Taxpayers Association (CCTA) offered comments on the Calaveras County Budget at its Board of Supervisors Tuesday meeting. CCTA President Al Segalla suggested some short and long term approaches which, he said, could be friendly to the taxpayer and the public...
1. Be Clear on Purpose. County government should be about protecting the natural rights if its citizens, not oppressing them.
2. Cal Works. More fundamental reform is needed in the welfare system whereby we would eventually have funding completely voluntary. This means outreach to service clubs, churches and community groups to achieve an ultimate goal of people helping people – without taxation or force.
3. Infrastructure. Our roads are in pretty good shape considering the plundering the state government has and is doing of the gas tax funds. An independent study should be done to determine if contracting out road maintenance and other services would be cost effective. Also, some public works rules serve to ban building on parcels served by non-standard existing roads. This is a violation of property rights and hurtful to our economy and needs to be repealed now. Bus service is operating at a loss deliberately – this should be corrected.
4. Personnel. It is more important to operate efficiently than to “save jobs”. The county should compensate employees based on merit and comparative value. Pay should be high enough to attract and keep quality people and never based on intimidation. Present budget approach seems to be miniaturizing government rather than seeking opportunities for long term reform. An exception to this is the termination of the CDA which was wise, in our opinion.
5. Hours of Operation. Changing some functions to a four day week may provide savings and increased performance.
6. Labor negotiations. Offers of compensation should only be made after it is known what funds are available. Recent dialog and idea sharing for cost reductions are commendable.
7. Terminations. There should be assistance in finding new work for those terminated.
