CCWD District 4 Candidate Statement for Dennis Dooley~ Video Interview Enclosed
Angels Camp, CA..."I have over 25 years of knowledge and experience with water and wastewater treatment operations, and as a former CCWD Board member for eight years. Add to this my experience of working with state regulators and consulting engineers. As a CCWD Board member, you do not operate the water and wastewater systems, but the knowledge helps. I am retired now and have more time to devote to this position....
As a former CCWD Director from 1989 through 1997, I have seen a lot of the behind the scenes maneuvering. I believe that CCWD should operate with as much openness as is possible without compromising situations that must, by their nature, be kept in closed sessions. I don’t believe in promising projects that are unlikely to ever be built or getting the public support by low-balling estimates of cost. Grants are nice, but most do not understand the complexities and procedures to get them and these grants too often come with strings attached that may make them undesirable.
Too often directors think they are General Managers and can override decisions of the General Manager and the Board for their own agendas. While this may solve a small problem, it usually creates bigger ones. As a director I must work with the other directors and the General Manager. I have experience and ideas that can improve the policies, finances and operations, but I have to first convince a majority of the other directors and the staff to try some of these ideas.
Due to my military training, I have a strong sense of a chain of command and procedures. Everybody must play by the same set of rules. I also believe in the concept that those who benefit should have to pay and those who do not benefit should not have to pay.
As a 36 year resident of Calaveras County, I have a love for this area and its citizens and want only the best for everyone. I don’t believe in making promises that cannot be kept, but I do promise to always strive to make things better for the water district customers, the citizens of Calaveras County. I can do this by working to hold costs down, by reducing capital project costs, and by working to create a cooperative environment with other Calaveras governmental entities.
Every eligible voter should vote regardless of who they vote for. I am asking for your vote and pray that I will live up to the goals that I have set."
