Angels Camp City Council Names Old Hwy 4 "Vallecito Road, Decreases City Water Rates and More~by Kim Hamilton (Updated wth Photo)
Angels Camp, CA...It was another long meeting for the Angels Camp City Council on Tuesday Eve. They started out the meeting with a Closed Session for Planning Commissioner interviews. Then proceeded onto the Regular meeting after that. New Planning Commissioner is Harold Cullich of Greenhorn Creek. Congratulations Harold! The item of most interest was the renaming of Old Hwy 4 which will be the section of Hwy 4 from Vintage Realty to where it meets the new bypass. Old Hwy 4 will become Vallecito Road. This has some historical significance as parts of this road were and still are referred to as Vallecito Road....

A number of residents spoke on this item at a recent Planning Commission Meeting and Vallecito Road was the consensus.
Former Mayor, Tad Folendorf, brought a historical map and mentioned that this portion of Hwy 4 was first called Vallecito Road in 1854.
Bob Lehman with CAL Fire mentioned that the existing Vallecito Road may need to be renamed Old Vallecito Road to eliminate any confusion for first responding emergency crews. The Council followed Planning Commission recommendations and voted to rename the relinquished portion of Hwy 4, Vallecito Road and to rename the current Vallecito Road to Old Vallecito Road. This item has had a significant amount of interest because it will necessitate address changes for the residences and businesses along this section of Hwy 4.
During Budget discussions, the item that garnered the most time was the funding ACBA receives to maintain the landscaping in downtown Angels Camp. This includes the wine barrels, seasonal re-plantings, watering costs, etc. There was discussion as to the necessity of this expense. Council Member, Craig Turco mentioned that it would be nice of the downtown businesses could carry more of the load for maintaining the landscaping. Former ACBA President, Anne Forrest said that this while this was a desirable goal, many of the businesses in the downtown area, lack adequate sinks to even fill pitchers. With the high number of commercial spaces available, she felt that reducing the expenditure would be detrimental to the image of historic downtown. The Council voted to actually increase the funding slightly to $10,000 per year to maintain and water landscaping.
As a token of the City's acknowledgment of the tough financial times that are affecting many of it's rate payer's, the Council initiated steps to lower the City's water bills by a little over $10 per month. City Attorney, Richard Matranga, will be checking to see if there are any legal impediments to the rate decrease. Barring such, a Resolution will be back before the City Council soon to put the rate decrease into affect. This will bring the City of Angels water rates much closer in proximity to CCWD, San Andreas, etc.
Contract Language was approved for Trademark Services for the new Angels Camp Branding program.
The City also approved $3,000 for expenses related to the new Angels Camp Bypass Opening Ceremonies that will take place on July 21st and 22nd.
In conjunction with this they approved the Use Agreement with Teichert Construction, Inc. and the State of CA allowing persons and property onto Caltrans rights of way during the Opening Ceremonies.
