Calaveras Assessment Roll Declines

Calaveras County, CA....The 2009 Assessment Roll for Calaveras County showed a decline for the first time in recent history according to figures released by Acting Assessor Leslie Davis. “The downward trend has been apparent for the past two years,” said Davis. “This year, the total value dipped below last year’s total and the result was a 3.31% decline.” According to statistics compiled by the office, the assessment rolls have grown every year...

since 1989. The smallest growth had been 2.93% in 1996 until last year’s 0.79% increase.

This year’s negative growth is a first and is due to the high number of properties put in Prop 8 status.

“Property is put in Prop 8 status when the market value on January 1st is less than the assessed value, including the 2% increase,” Davis explained. “This year, we reviewed over 15,000 properties to check for a decline in value. We reduced the value of almost 8,500 properties.” The annual two percent inflation factor, required by Proposition 13, was added to all properties unless the property was in Prop 8 status or its value is restricted.

The assessment rolls provide the basis for funding local government services. Almost two thirds of the property taxes are shared by local school districts. The balance of the property tax is shared by the County, City of Angels, and special districts such as fire districts. The total 2009 assessment roll of $6,810,552,310 represents a decrease of almost $233 million.

The reduction will cost the county hundreds of thousands of dollars in revenue.

“My staff did an outstanding job on the assessment roll this year. They dealt with an increased workload in all aspects of their jobs and managed to complete the roll on time,” Davis noted.

The value, and resulting revenue, is the only decline in the assessment figures this year. The number of homeowners did not change. But, the number of value notices and parcels increased. During the next two weeks, the office expects to mail almost 13,000 notices to property owners. This figure exceeds the number of annual notices sent in any year this decade, even when the assessment roll was increasing.

Value Notification Cards will be mailed to all owners of Williamson Act properties or owners who purchased property or completed new construction in 2008. Owners with property in Prop 8 status will receive a letter. Those notices will identify properties with homeowner’s exemptions.

Owners who resided on their property as their primary residence as of January 1, 2009 qualify for the Homeowner’s Exemption. “Qualified owners, who did not apply on time, can apply for a reduced exemption through December 10, 2009,” Davis added.

Property owners with questions about their assessed values are encouraged to call the Assessor’s Office at 209.754.6356. The assessed value of all property can be viewed on the internet at www.co.calaveras.ca.us/parcelsearch.asp. You will need your parcel number, which shows up on your tax bill as the fee number. The 2009 values will not be available online until the first of August.
