Calaveras County Advertisement for Bids

Calaveras County, CA....Design build proposals for the construction of a standby generator pad, miscellaneous electrical panel up-grades, and the installation of a Cummins 50 KW 120/208v 3 PH 4W diesel generator and related equipment at the Calaveras County Government Center will be received at the Administrative Office, located at 891 Mountain Ranch Road, California, 95249 until 3:00 p.m., Tuesday, March 3rd, 2009. The work contemplated consists of the following....


Generator Pad Site Preparation; Foundation; Generator, Installed; Emergency Lighting, Installed;
Electric Panels, Installed, Loads transferred; Engineered Drawings; Training, County Staff.

There will be a job site visit at 1:00 p.m. on Tuesday, February 17th, 2009.
Each bidder shall supply a detailed scope of work, and total cost including applicable sales tax.
All proposals sent by mail must be posted so as to be in the hands of the County by the hours and

The proposed contract is under and subject to Executive Order 11246, as amended, on September
24, 1965, and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions. All
labor on the Project shall be paid no less than the higher of either the prevailing State wage rates
established by the Director of the State of California, Department of Industrial Relations, or the
prevailing Federal wage rates established by the U.S. Secretary of Labor.
After the bids have been declared, no bid shall be withdrawn except with the approval of the
County for a period of ninety (90) calendar days after final submission date. The County shall
have the right to reject any bids presented in accordance with Section 20150.9 of the California
Public Contracts code. Each bidder must have a Class B California license, as required under
provisions of the California Business and Professions Code.
Calaveras County Standby generator and misc. panel up-grades
1.01 General
The purpose of this project is to provide and install a new standby generator to support the
continued operation of vital systems in the county building during commercial power failure.
Includes panel up-grades, extension and connection of critical loads to new emergency panel.
The contractor shall be responsible to provide and furnish engineered drawings and details from
a registered professional engineer whom has a minimum of 5 years documented experience with
similar public works projects for the aforementioned and following described work.
The work shall include but is not limited to, a power systems survey, a one line diagram of
existing connected loads on the existing MSB. Provide a modified one-line reflecting the new
additions and changes. The drawings shall include a site plan, dimensioned details for the
reinforced concrete equipment pad, chain-link fence and include all equipment installed. Provide
and install Standby generator, Automatic transfer switch, new panels, new conduits, connectors,
enclosures, wire ways, conduit bodies, conductors, ground rods and grounding, re-arrange
miscellaneous circuits and feeders to preferred power, reinforced concrete equipment slab,
screened chain-link fence with gate and hardware.
Furnish all labor, materials, tools, transportation, lifting and hoisting, equipment, services, and
facilities required for the complete installation of all work described, and outlined in the
following. The work shall also include all material, equipment, and apparatus not listed, but
which are necessary to make a complete working installation of systems.
The following construction notes, specification, work described are not fabrication drawings or
step by step instructions. There intent is to establish the minimum standard of performance that
is acceptable for this project. All the work and every device is not necessarily described or
indicated. The contractor is expected to include these items in his bid by his foresight and with a
dollar contingency amount for unforeseen expenses.
As this is a design/build project the county will not consider change orders for work the
contractor failed to include in his or her bid to complete the outlined work. The existing conduit
system is in-complete and the contractor will be responsible for any and all additional work
required for a complete system. If the contractor has not familiarized himself with the site or
needs step by step instructions to complete the work, he is advised not to submit a bid nor work
on this project. The work of the contractor shall meet all local codes, and be in compliance with
the most current National Electrical Code, as well as the California CEC.
1.02 SCOPE OF WORK
1. Provide a Cummins 50 KW 120/208v 3 PH 4W diesel generator W/ SOUND
ATTENUTATED NEMA 3R enclosure with base fuel tank (Must supply full tank of fuel
after start-up and testing is completed)
2. Provide a 260 amp 120/208v 3 PH 4W Automatic Transfer Switch W/ remote
annunciator
3. Provide a 16’ x 10’10” x 6” 2500 P.S.I. @ 28 days reinforced concrete slab
1. 4. Provide approx. 20’ of 6’ tall 9 GA. x 2” mesh galvanized screened chain-link fence
with 4’ wide gate and all necessary hardware.
4. Provide a WP GFCI receptacle @ 18” AFF in Malleable FS style box (No bell boxes
permitted) @ generator enclosure area as well as one installed inside of generator for
block heater
5. Provide 2 ea 42 watt WP compact fluorescent lights W/ emergency battery back-up
ballast & photo cell @ generator enclosure mounted @ 8’ AFF one mounted to existing
wall of court building and one mounted opposite side of generator on pole or UNISTRUT
support.
6. Provide all necessary circuits and wiring @ generator for block heater, circulation pump,
battery charger, start-stop functions, and CAT5 data wiring for annunciator.
7. Provide GRC risers through the new slab for connection of Liquid-tight flex conduits and
malleable fittings and bond bushings for connection to the generator.
8. Provide new ground rod in (E) pull box for new connection and bonding of the generator
9. Provide new 200 amp 120/208v 3 PH 4 W 42 circuit emergency panel board with copper
bussing and bolt-on breakers in boiler room adjacent to ATS
10. Provide new or remanufactured and tested 200 amp 3P breaker and all hardware
necessary for installation in (E) MSB and connection to new Emergency panel via ATS.
11. Disconnect existing feeders for panel A2 in (E) MSB Butt splice and extend to new
Emergency panel, provide and connect to new 150 amp 3P breaker in new emergency
panel.
12. Remove panel FL located in electrical room, provide new enclosure, Capture, extend and
connect (E) circuits to new Emergency panel.
13. Remove (E) 3P TVSS unit currently connected to panel FL and re-install unit above new
Emergency panel and provide connection to new Emergency panel as recommended by
manufacturer.
14. Remove panel PBX located in electrical room that is currently buss-tapped to MSB,
provide new enclosure with proper clearance, capture and extend existing loads to new
Emergency panel.
15. Remove 2P TVSS unit currently connected to panel PBX and turn over to county.
16. Provide new conduit and conductors and connect existing sump pumps located in boiler
room to new Emergency panel.
17. Provide new fluorescent Emergency battery back-up ballast fixture located above new
Automatic Transfer Switch and new Emergency panel in boiler room, connect circuit to
new Emergency panel.
18. Install new remote annunciator in corridor adjacent to electrical room and boiler room
door.
1.03 CONSTRUCTION NOTES
1. All loads are critical to normal operations and shut-downs will require 5 days advance
notice and careful coordination with county staff.
2. Power cannot be interrupted during normal operating hours, all shut-downs and
outages required must be performed after hours and on weekends. All workers must be
paid the prevailing rate, and the contractor must make allowances in the bid to cover any
and all required premium pay for weekend work and after hours work. No additional
allowances will be made by the county.
3. All power must be restored prior to normal operating hours.
4. Contractor is to provide all breakers and essential hardware necessary for all connections
to new and existing loads.
5. Contractor to perform start-up, load bank testing, and provide training on generator
operation and maintenance with the county staff upon completion of installation.
6. All new fixtures provided are to be manufactured from a known reputable manufacturer
such as Lithonia, Hubbel, etc. and must be designed for the intended use and
environment, all exterior fixtures must be weather proof the fixtures must be installed as
recommended by the manufacturer.
7. Minimum size conduit to be installed by contractor is ¾”
8. All conductors to be copper THHN-THWN
9. All exterior J- boxes installed shall be WP the use of bell boxes is not permitted.
a. FS style Malleable or NEMA 3R sheet metal type only.
10. Schedule 40 PVC conduit to be used below grade only
11. All fittings, conduit bodies, connectors and couplings to be steel, or malleable, connectors
to have insulated throat.
12. All materials to specification grade, and all work installed in a professional manner and
methods found on typical public works projects.
13. All new conduits shall contain a proper size ground wire with the branch conductors
14. All fasteners and supports to meet the load requirements, and suitable for the application.
(No plastic, vinyl, or nylon anchors are permitted)
15. Contractor shall patch and seal all penetrations in walls and other surfaces with materials,
and products suitable for the application.
