MINUTES OF MEETING
January 7, 2009 – 8:30 AM

PRESENT: Anne Forrest, Rosie Sundell, Buck Reed, Steve Fairchild, Melanie Lewis, Lisa Boulton, Vivian Danielson, Charlotte Wheeler, Tim Shearer, Dixon Collins, Kathy Collins, Michele Lee, George Wendt, Marilyn Seaton, Sandra Date, and Sonora City Manager Greg Applegate.

Meeting called to order at 8:35 AM. There were no additions to the agenda. An updated BLT Contact List was provided, and Anne will also email to all.

SPECIAL PRESENTATION ON SONORA’S RDA: Greg Applegate gave a short presentation on Sonora’s Redevelopment Agency and its accomplishments. Sonora’s RDA has been in existence since 1991, but the idea was conceived in 1985. Its purpose is to promote the revitalization and economic development of “Old Town” Sonora and “New Town” Sonora. Greg stressed that the first thing in forming a redevelopment agency is to educate the general public as to the need for and purpose of the Agency. He discussed staffing and funding for the Agency. There were many questions, and much positive discussion ensued. Anne is to secure a copy of the handout and email to all.

Tim Shearer identified the North Angels Trunk Line (sewer) as a possibility of the first project for a new Angels Camp Redevelopment Agency. The sewer is at capacity and there can be no further development in the Altaville and north area. There was more discussion as to how to approach the City Council to address the need for a RDA. The Marketing Committee was directed to come up with a plan on how to build public support for an RDA and to meet with Jack Lynch, Angels Camp City Mayor, to put forward the recommendation to the City Council that a RDA be formed.

MINUTES: The minutes of November 5, 2008 and December 4, 2008 were approved as submitted.

PRODUCT COMMITTEE: Kathy Collins reported on the progress of the Product Committee. The committee reviewed signage policies adopted by the Planning Commission, more specifically temporary banner signage. A draft letter to business owners was submitted to the BLT for review and comment. The committee suggested rewriting some of the ordinance to tighten up regulations regarding placement of banner signage and length of time banners can remain on buildings. Kathy will submit the recommendations on banner signage to the Planning Director.

SIGNAGE: Tim Shearer suggested adding Dave Hanham to committee to review signs. There was discussion as to the scope of this committee. The BLT will drive what signs and where they can be placed, and the City will work with CalTrans on placement of directional signs. Steve Fairchild also has considerable experience with CalTrans regulations and appeal processes and has offered to help the committee.

MARKETING: Dixon Collins reported that the BLT slide presentation has been finalized, but some slides will be added on the façade grant and the need to form a Redevelopment Agency. The presentation list is being finalized and the committee will start its outreach presentations to the community. The County’s Economic Element has been approved and it includes support of the BLT and its efforts. It was suggested that the Committee send out a letter to all the community organizations as soon as possible to offer to do a presentation, so it can get on their schedules within the first six months.

FAÇADE IMPROVEMENT GRANT APPLICATION: Anne reported that Terry Cox has submitted the grant application and thanked the BLT members who had provided research on current business conditions in Angels Camp, which for retail, rela estate and construction-related businesses is not good. Steve Fairchild then remarked that Cavern Tours’ business is up considerably over the previous year. This increase in business has been experienced by Greenhorn Creek Golf Course, and Glory Hole Sports (although dollar amount of sales is down), and by Bear Valley. George Wendt reported that OARS’ bookings for April 2009 onward are up 20% over 2008, which was one of their best years. It was noted that the outdoor sports area of business for Angels Camp and Calaveras is experiencing positive growth – another sign that our branding is on the right track.

GRAPHICS: The draft scope of work was submitted to the BLT for review and comment. All members were asked to review and get back to Tim Shearer by email by January 16th with any comments, suggestions, or recommended changes, so that he can get a final scope of work out to bid. Anne to email to members.

BUXTON PROPOSAL: The Buxton Proposal was discussed. It was recommended that this item be added to the Marketing Committee’s meeting with Jack Lynch. Anne will email a copy of the Buxton proposal to all members.

CITY COUNCIL UPDATES/CVB TOURISM SUMMIT: The Marketing Committee will be making the BLT slide presentation at the CVB Tourism Summit on January 20th and will also make the same presentation to the City Council that same evening.

WIFI: Tim Shearer is working with Lisa Mayo to establish WiFi service in downtown Angels Camp. Dixon suggested that Tim speak with the City of Mountain View. Members are asked to offer suggestions or contacts of companies or experts who could advise us on how to establish a WiFi network downtown or bid on the installation of the network. .

There was no new business to discuss. The meeting adjourned at 11:00 AM, however, there was general discussion after the meeting regarding some of the topics presented at today’s meeting.
