THIS MEETING WILL BE HELD IN THE BOARD OF SUPERVISORS CHAMBERS

items shall be at the discretion of the Chair, including a break for lunch which generally will be from 12:00
p.m. to 1:00 or 1:30 p.m., unless otherwise noted under Announcements.

RECOGNITION AND ACKNOWLEDGMENTS
1. HEALTH & HUMAN SERVICES. Adopt a Resolution recognizing Esther Tabor for over 20
years of volunteer service to Public Health Services at immunization clinics; Board action:


2. COUNTY COUNSEL. Adopt a Resolution recognizing Janis J. Elliott for her 18 plus years of
service on behalf of Calaveras County; Board action:

9:00 AM to 9:30 AM: PUBLIC COMMENT
Any item of interest to the public that is within the subject matter jurisdiction of the Board and is not
posted on the Consent or Regular agendas may be addressed during the Public Comment period.
California law prohibits the Board from taking action on any matter which is not posted on the agenda
unless it is determined to be an emergency by the Board of Supervisors. If Public Comment is completed
before the 30 minute allotted time period, the Board may immediately move to the Consent Agenda. If

Public Comment is not completed during the allotted time period, it will be continued at the conclusion of
the Regular Agenda in order to provide an opportunity for the remainder of comments to be heard.

CONSENT AGENDA
Consent agenda items are expected to be routine and non-controversial. They will be acted upon by the
Board at one time without discussion. Any board member, staff member or interested party may request
removal of an item from the consent agenda for discussion.

3. MINUTES of meeting held June 17, 2014 – Board action:

4. SHERIFF. Accept Donations from the “Friends of the Calaveras County Sheriff’s Office”
and Spence Ranch Feed and Supply totaling $15,941.28 & recognition of their support to
the County’s Sheriff’s Office; Board action:

5. SHERIFF. Adopt a Resolution to enter into a New Master Cooperative Law Enforcement
Agreement with the United States Forest Service; Board action:

6. ADMINISTRATION. Adopt Ordinance repealing Ordinance No. 2942 and repealing County
of Calaveras Code, Chapter 2.16, Establishing the Calaveras County Human Resources
and Risk Management Department as part of the Fiscal Year 2014-15 Recommended
Budget for the County of Calaveras; Board action:

7. ADMINISTRATION. Make required public benefit finding and approve a lease between
Calaveras County (Lessor) and West Point Lions Club (Lessee) for the West Point
Community Hall, for a term of three (3) years from June 1, 2014 to May 31, 2017 for an
annual rent of $1; Board action:

8. PROBATION. Approve an agreement to provide continued housing of youths of the juvenile
court with the Tri-County (Yuba-Sutter-Colusa) Juvenile Hall/Maxine Singer Youth Guidance
Center; Board action:

9. HEALTH & HUMAN SERVICES. Authorize the Chair to sign a contract between the County
of Calaveras and The Resource Connection, for the provision of CalWORKs Stage I Child
Care Services for the period July 1, 2014 through June 30, 2015 not to exceed $200,000;
Board action:

10. HEALTH & HUMAN SERVICES. Approve an Amendment Agreement with Pioneer
Cleaning Services for the provision of janitorial services at the Calaveras Health And Human
Services Agency office building extending the terms of the Agreement through December
31, 2014 for an increase cost of $24,900 not to exceed a total cost of $244,100; Board
action:

11. PUBLIC WORKS. Approve a Resolution adopting Traffic Order No. 314 establishing a 25
MPH speed zone on Mountain Ranch Road (Road No. 14) in the town of Mountain Ranch;
Board action:

12. ELECTIONS. Adopt a Resolution authorizing the consolidation of the City and District
Elections with the Statewide General Election to be held on November 4, 2014; Board
action:

13. ADMINISTRATION. Adopt a Resolution rescinding Resolution No. 2014-035 “Resolution
Recognizing The Calaveras Door of Hope for Serving the Women of Calaveras County and
Helping to Save the Lives of Our Most Vulnerable Children” and possible re-adoption of a
similar Resolution; Board action:

14. ADMINISTRATION. Approve the FY 2014/15 Administrative Match Agreement between the
County of Calaveras and Area 12 Agency on Aging in the amount of $79,361 and authorize
the Board Chair to sign the Agreement; and approve a short-term loan in the amount of
$6,733 for November 2014 and $52,426 if necessary due to delays in funding; Board action:


15. ADMINISTRATION. Introduce and waive first reading of an Ordinance repealing Section 6
of Ordinance No. 2999 and rescind County of Calaveras Code, Section 2.46.050
Termination which establishes a sunset date for the Assessment Appeals Board; Board
action:

16. ADMINISTRATION. Appointment of applicants to serve on various Committees,
Commissions, Advisory Boards and County Service Areas; Board action:

17. HEALTH & HUMAN SERVICES. Authorize the Board Chair to sign amendment A02 to
the Substance Use Disorder services contract with the California Department of Health
Care Services for the provision of drug and alcohol prevention and treatment services for
FY 2013-14 increasing the maximum amount of the Agreement to $2,018,997; Board
action:

18. AGRICULTURE. Authorize the Chair to sign Cooperative Service Agreement 14-73-06-
0249-RA and the Work and Financial Plan for FY 2014-15 between USDA/APHIS-Wildlife
Services and Calaveras County in an amount not to exceed $65,070; Board action:

19. SHERIFF. Adopt a Resolution to accept a Grant Award from the State of California
Department of Alcoholic Beverage Control (ABC) in the amount of $ 41,406; Board action:


20. PUBLIC WORKS. Discussion and direction regarding execution of an agreement with the
Upper Mokelumne River Watershed Authority for the Ponderosa Way Restoration Project;
Board action:

21. Board Member Announcements - In compliance with AB 1234, chaptered as Government
Code Section 53232.3 (b), this is the time for Board members to report on meetings
attended on behalf of the County and to carry out their duties as a County Supervisor.
