CALAVERAS COUNTY MISSION STATEMENT
The Mission of Calaveras County Government is to provide service, infrastructure, leadership, and vision necessary to advance a safe community, maintain a high quality of life, while preserving local history and culture, and to protect personal liberties for all of its citizens.
Pursuant to Government Code 65009, a legal challenge to any of the projects described below may be limited to addressing only those issues
raised at the public hearing or in written correspondence delivered to the Planning Commission at or prior to the public hearing.
The Planning Commission agenda is posted on the county webpage at www.co.calaveras.ca.us. Applications, environmental documents, staff reports, and project files are available for review at the Calaveras County Planning Department on Monday through Friday, 8:00 a.m. to 4:00 p.m., except County holidays. Copies of the file documents, including the staff report and/or environmental reviews, may also be purchased.
A decision of the planning commission, including when the commission sits as the review committee, may be appealed to the board of supervisors by following the appeal procedures in Section 17.98.070, and by submitting a written request, accompanied by the appropriate fee, within fifteen calendar days from the date of the commission decision. (Ord. 2289 § 3(part), 1992: Ord. 1812 § 1(part), 1986).
The commission may adjourn for lunch at 11:30 a.m.

PUBLIC HEARINGS:
1.
2007-015 ACCESSORY DWELLING (AS BUILT) FOR JACOBSON: The applicants are requesting approval of an Accessory Dwelling application to permit the existing second residence on the subject parcel. A single family residence and a detached garage received a final inspection and occupancy from the Building Department in 1991. Subsequently, the garage was converted to a residence without building permits. The subject parcel is located at 2974 Ross Dr. in Valley Springs. APN: 073-024-008 is a portion of Section 27, T04N, R10E, MDM. This application was received February 13, 2007. Staff is recommending denial of this project without prejudice since the applicants have failed to provide the required information to process within the requested timeframe. (Planner, Dennis Gomes)

2006-185 GENERAL PLAN AMENDMENT FOR DENIAL FOR HALLIGAN: The applicant is requesting approval of a General Plan Amendment from NRL_TIMBER-MRA_2A-DIA (Natural Resource Lands – Mineral Resource Area 2A) to RC (Vallecito Residential Center) for a 7.52-acre parcel. Following approval of the General Plan Amendment, it was the applicant’s intention to apply for a subsequent zoning amendment and file a tentative parcel map to create two parcels. APN 057-016-009 is a portion of Section 25, T.3N., R.13E., MDM. Staff is recommending denial of this project without prejudice owing to land use inconsistency as the proposed project is located within Natural Resource Lands outside of the Vallecito Residential Center. 2009-042 APPEAL OF PLANNING STAFF DECISION FOR CALVIN AND DEBORAH HARLEY: Calvin and Deborah Harley are appealing a decision made by Planning Department staff that denies their request for a building permit to construct a 48’X48’ size accessory structure on undeveloped land near Murphys. The subject parcel is a 12.6 acre parcel located at the end of Adit 4 Road, south of the Wylderidge Subdivision. The subject parcel is currently zoned U (Unclassified) and designated in the County’s General Plan as Future Single Family Residential with a 20 acre minimum parcel size. APN: 34-004-105 is a portion of Section 36, T4N, R14E, MDM. (Planner, Gina Kathan)
4.
CONSIDERATION OF A DRAFT ORDINANCE ADDING CHAPTER 17.10 LIGHTING ORDINANCE TO TITLE 17 OF THE CALAVERAS COUNTY CODE: This chapter is to permit reasonable uses of outdoor lighting for nighttime safety, utility, security and productivity while also conserving energy and resources to the greatest extent possible and protecting the nighttime environment from glare and obtrusive lighting. Staff has determined that this Ordinance is exempt from further CEQA (California Environmental Quality Act) review pursuant to Section 15061.(b)(3). (Planning Director, George White)
